Notification sent to editor assigned to a manuscript

As @ryan.dix told me, the feature to sent a mail notification to editor assigned to a manuscript is programmed to be developed. Could you add this feature in the next patch/version? We think we’ll be using Kotahi’s reviews mainly through the editor role.

At this moment @proal priorities for dev are determined by the orgs commissioning them.
