Translation overrides lost after upgrade to 3.1

After upgrading from 3.0.2 to 3.1 we’ve lost our translation overrides.

cloud68 tells us:

nor in: https://gitlab.coko.foundation/kotahi/kotahi/-/blob/main/FAQ.md?ref_type=heads#translations
